Yes, the 26-219 replacement window vent lock is spring loaded. The lock does pop out when triggered.

No, the 26-219 vent lock is only for replacement. Currently the only vent lock for new application is the 26-349 vent lock kit for vinyl windows.

HOW DO YOU REMOVE THE OLD VENT LOCK?

With a small chisel or putty knife, carefully slide the blade under the lip of the old vent lock and force up the vent lock. This will damage the old vent lock making it unusable.
