First remove the handle, and then carefully with a sharp blade cut around the cover as to slice the paint so you can pop off the cover; if you have trouble lifiting it off try a small flat head screwdriver to pry it up.
Please note this particular cover, 39-107, is not Andersen and not all Andersen operators have removable covers.
