Suitable for bottom installation

My Windsor wood casement windows have a groove around all 4 sides, but only the top and sides have this type of weather stripping installed. (some dont have any weather striping at all). When I get a strong wind with rain, these windows tend to leak (large amount of water on the inside). I assume because the bottom is open (about 1/8 to 1/4 inch), the water enters there. My question: Is this type of weather stripping recommended for the bottom of the casement window ? (to block the forced wind/rain from entering). I think the bottom is left open so moisture can escape, but it also allows forced wind/rain to enter.

Casement windows should have weatherstripping on all four sides for a tight seal to keep out the cold and heat.
