is there a tool needed to make the cut-out for this item when fabricating new screens?

Yes there is a tool that we use when manufacturing screens to lance slots for blade latches, However it would not be cost effective for a few screens. I believe the die can run up to a few hundred dollars and you would need a punch press to attach the die to.

You could possibly use a dremel tool or a small drill.
