Good morning, Rosemary. It looks like the pivot bar has actually ripped out a piece of the bottom of the sash. This will make things a little difficult. I believe it was caused by tilting the sash in without opening it a few inches. Usually, the window company puts a decal on the sash on tilting procedures. By tilting it without raising it a little bit, you cause twisting pressure on the tilt bar and the bottom of the sash broke off. You may want to contact a local repair man who can patch that up.

This really is the Achilles' heal of the welded-type vinyl sash. Other than patching it up or ordering a new window (or sash if the company still makes it or is still in business), you could also try to retro-fit our 26-395 tilt bar aluminum corner combo. You will need to cut the aluminum corner to fit into the sash and drill some holes for it to install, so it may be a little tricky and there are no guarantees it will work. At the end of the day, I'm with Paul. I would suggest taking it to a hardware store or glass shop who repair windows. Maybe they can come up with a solution.
