26-407 fastener advice

A quick learner from Cleveland, OH says:
Part 26-407 is definitely the part I need for my Stanek window, however can you please guide as to how to remove this type of fastener? As seen in pic it is round with hollow center.

I'm not understanding why the window manufacturer decided to use a rivet instead of a screw. It's like they don't think their parts will ever break or wear out. Either way, to remove your broken pivot bar, you will need to drill out the rivet. Once it's out, you can use a screw to install the replacement.
