Access to the screws with window shut?

A quick learner from Seattle Area says:
The lever on our mechanism broke off with the window locked shut. I believe, based on measurements of other similar windows in our home, that this is the part we need but how do we unscrew and remove the broken latch mechanism with the window locked shut or how can we unlatch it without the lever?

This is always a tricky situation. You can try to use a screwdriver to manually unlock it, but if that doesn't work I would highly recommend contacting a local handy person to come out and help. You will need to find a way to cut the old lock from the window. It is not a small project.
