I have aluminum single hung non-tip windows and need to replace a damaged return. The current return is a 3/8" diameter 23" long twist return with red tip. The end looks closest to the 306 series. This window has been difficult to open since it was new. Would it be helpful to change the color/strength of the return to make it easier to open?

Not necessarily. It is possible to have a balance that is too strong. It's possible your balance was just old and worn down, which would account for why it didn't operate as well as it once did.
Could you show me a picture of the end of your balance? I'd like to see the clip you mentioned to confirm what can work. Can you also tell me the weight of the sash? That will help us confirm exactly what spring strength you should go with.
