Manufacturer is unknown as window was already installed when house was purchased.

This part you show in your photo looks like a vent latch off of a Certainteed Double hung window. These are no longer available, but if that is what you need we have an after market type that may work, our 26-387. Take a look at the video on how to install and see what you think.
