Charging a spiral balance is when you take the tool (75-006 for tilt windows and 75-005 for non tilt) and you turn the crank which tightens and strengthens the balance. With the balance tightened, it has the strength to hold up your window. A few turns will get it strong enough for your sash. I'll include these instructional manuals for tilt windows and non-tilt windows, but the action of charging is the same.
