As far as I'm aware, you should not need locking washers to hold the Swisco 10-556 Knob Assembly in place. However, I will look further into this situation and see if I can find more information regarding locking washers.

The female end of this knob set has a round spring clip that is "staked" into the center of the casting. This is done as a secondary manufacturing process. There is a hole in this spring clip that locks onto the male stem. Unfortunately, once the staking points are broken you cannot replace the spring clip. At this point, the knob would have to be replaced.
