Installing Spiral Balance

A landlord from Broken Arrow, OK says:
Where should the window be when installing the 28" series 400 spiral balance? I understand the concept of what it is used for but I not sure where the Pivot shoe should be one first installed. Can you help?

I have a feeling you did not order the correct replacement parts. The S400-28 is a non-tilt window.
A quick learner from Broken Arrow says:
Yes the window does tilt and had the spiral balance rods when I bought the house. Is this not the right part? What would be the right one?
