New balances fit great; window won't close

A quick learner from California says:
I received the replacement part 22" Series 351 Channel Balance and installed it accordingly. However I noticed that the window sash doesn't close all the way unless forced down. I think this is due to the springs in the channel balance being too strong for the window sash weight. Would I need the smaller weighted option?

My window sash weighs 15 lbs and the old part listed 21 4, so I ordered the 2140 part. But perhaps I need the 2130?

What is your return/exchange policy? I would like to order the 2130 version if possible in exchange for the 2140 model.

Paul from SWISCO responded:
Hmm. Both stamp options can hold 15 pounds, but the 2140 is on the stronger side of that, supporting a weight range of 15 through 23 pounds. The 2130 option, meanwhile, can support 12 through 15 pounds. If the 2140 is too strong than perhaps the 2130 would be the better choice. You can see our Return Policy here.
