Sash windows won't open

A quick learner from Sarasota FL says:
I have a number of windows that will not open. I have not tried to open these for many years, but now need to do so. I cannot get the window to slide up after releasing the top take-out clips. What action should I take?

One possible explanation is that your balances are corroded. Do you live near the ocean? Try spraying some WD-40 on the sides and down from the top of the sash in the tracks to either side. Hopefully that works!

Thanks for the helpful advice. The problem was not corrosion but paint! Painters had painted the outside of the windows shut. Removing the paint allowed the windows to open.
