If there is no marking on your old balance, then you will have to weigh your sash on a scale and refer to the chart shown on the balance's store page.

No, not necessarily. You don't want a balance that is too strong.

The sash weight is 13.8 which falls in the 1930 category but close to 1940. Which would you recommend?

I would replace with the option 1930 unless the original balance was stamped with another number.
