The storm windows should have been removed when the new vinyl windows were installed. The storm windows on the outside of the vinyl windows can cause a heat build up which can "warp" the vinyl framing. I would advise you to remove the storm windows, especially if they are on the sunny side of the house. In fact, that broken corner latch in the storm window frame can't be repaired as it is now. To fix that storm sash you will need to remove the entire storm window frame.
