The color tips indicate the strength of the spring. If your old balances do not have colored tips, you will need to weigh your sash to confirm the proper option. We usually have a chart on the balance store page showing how much weight each tip can support.

Sure, length is determined by measuring the outer tube only.

That's harder to answer. It varies between window manufacturers. The best way to be 100% sure of what size balance you need is to measure the old one.
