Tilt vinyl window won't stay shut!

A home owner from USA says:
I have a tilt vinyl window about 11 years old. The bottom window will not stay down unless I lock it shut. It will ride up about 2" or 3". Do I need to re-charge the balance? Replace? Which one?

Is this a spiral balance? If so, it sounds like the balances are wound up too much. You might want to use a charging tool like our 75-006 to alleviate some of the tension. You would just wind it in the opposite direction as you would to give it more tension.
