Trying to identify 15" balance.

A landlord from Pleasanton, CA says:
Trying to replace a pair of balances - looking very similar to model 395, 15", but marked "1490" (then "Jk 16"?) which I can't find. Although it says 16, I measured at 15" (metal part only). Did not weigh the sash, but from memory, it feels close to 20 lbs.

I did not get response to the last comment - is model S395-15 1450 the right model? Or should I go with 1460 to be on the safe side?

I would not go with the 1460, since that would be too strong. 1450 is the best choice for a 14.7 option.
