Window Balance

A home owner from West Chester, OH says:
July 1, 2015
I am trying to find a balance for a CertainTeed double hung vinyl window purchased about 7 years ago. The measurements are: 4" long, 0.75" wide, black part is 3.25" long and metal part is 2.75" long. The window was purchased thru Lowe's Hardware stores. I have added some pictures.
