Window won't stay up and hard to push up

I have a window that won't stay up and is hard to open the first picture is one side of window and second picture is the part that is broke it is plastic .Could you tell me what that part is called .

Please compare the dimensions of our 15-046 pivot shoe to your broken hardware. This may be what you want.

Aside from that, the problem you are having sounds like it could be because of the window balances. They may be worn out. See our Series 600 spiral balance for a possible replacement.
