Bottom sash balance clips

A quick learner from Port St Lucie FA says:
There are no markings on the part or the window
They are non tilt windows and I believe block and tackle balance
It looks as though the upper clips are also missing

I take it that these clips catch the balance when closing. Correct?

It's more accurate to say that they hold the balance in at all times. Balances are under constant tension when installed and therefore without these guides they would shoot up to the top of your track. They're a necessary to component to allow the balance to regulate the operation of the sash.
