Can't open screen door from outside due to broken part

The part that is broken is the other side of the item - see picture

That looks like the screen protector to me. I recommend our 83-118. I am confident that this is what you need.

How do I replace the latch for this configuration? The video on replacing the 83-115 Latch has two screws on the inside. Is the Pella label just a cover that needs to be pried off and there is a screw underneath?

Yes, that's exactly right. The screw for the handle pictured above is located under the round Pella logo. You should be able to pop that off with a screwdriver.
