Casement window will not crank closed

A quick learner from Nashua NH says:

Window opens but will not close, crank spins with a clicking sound when trying to close. I *think* I need the part shown in the attached photo IMG_1245.jpeg, but please advise as to your opinion regarding the problem and solution, thanks.
