Concealed door latch for bathroom stall

How to fix a broken / loose concealed door latch,

Hello, I am in a DC gov't building and it's been 2 years with a broken concealed door latch that they haven't fixed so I want to fix it myself! The pieces are still in place but the internal latch is loose so the handle just flops up and down. The external piece has a groove in it that you can turn (with like a quarter or a flat piece of metal) and then the knob will move, but locking a bathroom stall on the external side with a quarter isn't helpful. Can I somehow either bust these apart OR just the pieces to meet up again so they are clicking? I tried to pry off the internal latch piece with the back of a hammer but it didn't pop off.

Hello! You won't be able to pry these off, unfortunately. They're not actually designed to be removed and therefore must be drilled off. The video below will go into more detail as to exactly what I mean.
