Pella window hinge

A handy person from Corte Madera, CA says:

the above armature (with meqasuring tape was fastened to the peice in the other photo to form a "tee" that kept window in algnment as it opened. looking from the inside the window hinges on the right (and opens on the left). I believe the winows are about 30 years old? Thanks for any info.
