What color is this weatherstripping and Incan it be used for either horizontal weatherstripping at the bottom of Pella double hung windows or to replace the vertical felt weatherstripping?

Hello,

The 58-181 is only offered in black. This seal is only intended to replace the same Pella part and would not work in place of other styles such as wool pile weatherstripping. We would need to see end profile photos of your original seals uninstalled, along with written-out dimensions, to confirm if we carry suitable replacements. Thank you.
