Thanks for writing in! If the windows will not stay up, there may be a chance that you can use the 75-006 Spiral Balance Charging Tool to add tension in them. However, the most likely scenario is that the balances need to be replaced. To be able to confirm the right replacement for them, there are a few details we'll need to confirm. The hardware that gets screwed into the bottom of the sash is the pivot bar. Since this one appears to be pretty rusted and damaged, I'll need to see a photo of an undamaged pivot bar, removed from the sash, to identify the correct replacement. If you are looking to replace the pivot shoe, it would be a good idea to remove that from the sash, as well. You'll need to confirm the dimensions for the shoe, especially for the thickness and the width. These dimensions will help to ensure we are providing you with the correct recommendation. Thanks for the photos. Your spiral balance appears to be the 3/8" S900-28 Spiral Balance. Be sure to double check the diameter to confirm this is the correct size. Since the tip color is white, I would suggest choosing the red tip option; this can support a sash weighing 10 to 22lbs. Your pivot shoe can likely be replaced with the 15-212 3/8" thick Pivot Shoe. To confirm that this is the right replacement for your pivot shoe, you'll especially want review and compare the dimensions for the width and thickness of the shoe. Alternate image for 15-212
