can you tell me how to remove old clips so that I can install new ones (16-023)?

You should be able to push the clip up and use a small flat-head screwdriver to pry the bottom out. Then insert the new clip in, bottom Y shape in first, then I believe you should have enough room to pop the top catch in. Use a flat head screwdriver to help snap it in. If you are still having trouble with it, just send us pictures and we'll take a look at the clip.
