my Mortise Lock does not stay locked

The mortise lock could be the problem, yes. Yours specifically looks like our 82-227. A good way to test it out is to remove the handle from the door and manually throw your mortise lock with a screwdriver. If you still find it doesn't work properly, then you've found your culprit.
