remove old rusted bracket

A quick learner from Surf Side Beach Texas says:
I need to replace two spiral balances in a non-tilting aluminum window about 14 years old. I have identified the part needed as S400-30 red. bracket
I hope you can help me with how to remove the old rusted bracket to install new ones #17-031

To remove the rusted brackets, we find that WD-40 as the best rust remover to use. Spray the screws and give it a few hours to soak in. You might have to spray a few times.
