In order to remove this pivot bar, you will have to remove the bottom cap of the sash in order to access them. This can be a little tricky, so you may want the help of a local professional. If you're handy, then what you would do is unscrew the two bottom end screws holding the cap in place, then gently knock off the bottom cap using a block of wood and mallet.
