The best I can tell I need a S380-25. However the stamp on the old balance is 24 9. Which replacement do I need.

I'm afraid that doesn't correspond to any of our stamps. You'll have to weigh your sash on a scale in order to determine the best option.

I dont understand. It is a basic Kinco balance about 12 years old. So the only option is to take the sash out an weigh it? Then when I get the weight how do I chose from there?

Yes, once you take out the sash you can place it on a scale to determine the weight. As you can see, the S380-25 has a chart where all the options are listed, in addition to all the weights each option can support. Simply cross-reference your sash weight to that chart to find the appropriate option.
