there is stripping on the outside of the door facing that is white and flat that looks like it is maybe glued to the facing next to the door, this backs up to the front door all up and down the frame, it looks like the foam filled weather seal. the question is, is this glued on, or is it stapled?

The 58-163 foam filled weather-seal is neither glued nor stapled. The seal is pressed into a groove. Someone may have improvised and glued this seal to your door.
