will a39-069 lever operator work in place of a39-083 crank operator

In theory it should, however the back set might be different. The hole placements for the mounting screws might have to be moved up or back so the window will lock into place when closed. You might also have to get a carpenter or a window mechanic to install it for you.
A handy person from syracuse ny says:

will a 39-069 lever operator work with a 1" trim sill gap ?

If you are talking about the height of the trim being 1" tall, the 39-069 lever operator might work for you. The operator cut out should measure 3.032 inches (width) by 0.718 inches (height). You may want to talk to a local carpenter familiar with the window.
