You don't want to mix old and new balances since balances that have been in use for some time will have naturally weaker springs. That means the new replacement part will have to work extra hard to pick up the slack, and in time wear out sooner than it ought to. Replacing both at the same time ensures they have optimal operation and will last a good long time.
