notice picture has I don't need this that is the extra piece on top and then there's another picture that shows it installed. It is not touching the top of the frame. The length is 33 inches. and the bottom has a little metal piece that the string goes through and attaches to the bottom

Thanks for reaching out to us. You have kind of an odd setup here. Looks like you have a tilt window balance that uses our 15-224 inverted link. The funny part is that the 15-224 link is supposed to go at the bottom, so as to connect to the shoe. For some reason yours is at the top, while the cord snaps into the pivot shoe instead.

To but it bluntly, someone installed your old balances upside-down. They're not supposed to work like this. I'd hazard a guess that whoever installed these windows either never worked with these or was in a rush. Since you were wondering why your balance has some weird plastic piece at the top, that's why. 

Either way, we don't sell this assembly as a pre-made kit. You'll have to do a small amount of assembly once you get the parts, but don't worry, it's very easy. 

The balance we sell that would work for you would be our Series 795 channel balance. You'll note that the pivot shoe at the bottom is very different, but you can just pop that off and pop on the 15-224 link in its place.

Once you do that, make sure you install the balance the right way around. You want to screw the cord clip at the top and then connect the plastic 15-224 link to the shoe.
