Bathroom window latch

A quick learner from South Carolina says:
I am looking for a "latch" (correct term??) for a bathroom window hung on the top and opening outward. It has had fixtures on both sides that kept the window closed as well as kept open once it was pushed open. I am enclosing 2 pictures. Number one shows the entire window. A rubber band keeps attached to a handle on the window and large frame in the wall keeps it closed. We can, however, not keep the window open.

The second photo is a close up of the left side of the window.
One can clearly see the sites where the fixtures was attached to the frame of the window and the larger frame built into the wall. If you have a solution, and suggestion as to what I should buy, I would very appreciate it.
