Channel Balance

Some of them are being held in place by the tilt latches. Meaning that if i push them in to tilt the windows then the channel balances go to the top and the window doesn't stay up anymore. Is this normal and how these windows are held?
We have plantation shutters so the windows can only be tilted a little bit and i can't take them off. Is there a way around this? Not sure if because of the shutters that i won't be able to fix this.

No, that's definitely not normal behavior. It sounds like your balances aren't actually attached to the window sash in any way. They should be connected via a pivot shoe at the bottom two corners of the sash. Would it be possible to see those pivot shoes? They appear to be missing from your photos, but are an essential detail. We can't proceed without seeing them.
Would it also be possible to see a closer picture of the top and bottom ends, and the stamp printed on the metal channel? I will also need to know the length of the metal channel, if you can measure that for me.
As for removing the sash, if the shutters are getting in the way then your only option is probably going to be to remove them. It's important to remember that window manufacturers don't really have shutters in mind when they design how the window functions, so there isn't going to be an alternative way to deal with them. If they're obstructing repair, then they have to be removed.
