Drafty windows, single hung dbl pane, leaks air top & bottom of bottom window

A home owner from Oriental NC says:

Vinyl, single hung, dbl pane, tru-therm markings encasing dbl pane glass , no other markings or stampings. Windows leak air at bottoms, sides & top of lower window. The gasket material is a 1/4" bristle strip surrounding the exterior facing ,outer perimeter of the bottom window. Old gasket replacement seems to be the only response. Do you stock this gasket material?
