Thanks for posting. Those stamps refer to spring calibration of the balances, or the weight range they are designed to support. Some of the window weights you give do not match the stamp options proffered. For instance, a balance stamped 13-6 supports a window sash in the weight range of 16 through 19 pounds; you state the window(s) that use this balance weigh 12.2 pounds. Balances stamped 19-6 support a sash that weighs 20 through 25 pounds, which 12 pounds clearly falls outside of.
It is always best to replace the original stamp in our opinion, unless it's an obvious case where the wrong balances were put in these windows from the start and you had trouble opening and closing them since well before. I'm giving you a complete list of the respective weight ranges for these stamps below. Let me know how you'd like to proceed--I advise you double-check your sash weights to be safe--and we'll proceed from there.
