I really can't say. I see no obvious damage based on your photos, but that doesn't always mean anything. In most cases, balances fail due to their springs losing tension over the years and after constant use. That isn't something that'd be visible.

You said in your original post that the balances keep falling off the window. I assumed that that meant they weren't staying in position, but perhaps I misunderstood. Can you go into more detail as to exactly what's happening?
