Thanks for reaching out to us, Ed. That's a very weird stamp for this balance. If the number isn't printed on the tube, then it's usually not relevant.
Would it be possible to see photos of the balance in question? Can you also confirm the length of the tube? Hybrid balances always have lengths ending in 1/2" increments, as a rule. For example, yours should be 27-1/2", not 27". Can you also tell me the exact weight of the sash?
Lastly, you mentioned a block and tackle frame, but Hybrid balances aren't block and tackle. Are you sure that's what you have?
