Certainly! Your balance will have to be specially made since we don't have a standard option that can support 28 pounds. Check out this Custom Channel Balance Request Form I've started for you based on your specifications. I've chosen the 2460 option. Two balances with this option can support a window sash weight range of 27 through 30 pounds.
