Replace weatherstripping on windows

A home owner from Yonkers, NY says:
I would like to update weatherstripping on all my windows. They have dry rotted on windows facing east and south. This pic is from window facing north. It appears there is a t to slide them in and out but not an opening to actually do it. They must have put weathstripping inTo the section before they sealed the edges (edges look welded). How do i work this and install the right pill size? Any suggestions?
