The tops of the window are broken, should the balances be replaced as well?

Thanks for posting. It sounds like you might need new Top Sash Guides. We can help, but we need to see an undamaged version of one of your old guides out of the window. It's best to take photos of the front and side, like a mugshot. For guidance on how to remove and replace Top Sash Guides, check out the video below. 

As far as the balances, you likely don't need to replace them, so long as they're not visibly damaged they should be okay.
