Selecting Correct Replacement Balancers

To Whom It May Concern:
I live in a house built in 1789. I believe the lower window sashes were replaced in the late 1970's with custom made wooden sashes 12x12 true divided light. Using a bathroom scale placed in the window opening, I've calculcated the sash weight at 13-15 lbs.
The balancers measure 27" in length (sleeve) and the spiral core sticks out another inch when fully retracted in the sleeve. There are no colored tips on these balancers.
What type should I purchase to replace the broken ones? The windows are non-tilting. I will also need a wind up tool.

Use our S500-27 replacement balance with the 'red' tip option along with the 17-007 bracket.
