We have a 3/8, 17 inch 400 series type rod that a spring broke. The window measures 18x30 and is an late 1960's aluminum frame non tiltable construction. The color appears to be a natural nylon color. Slightly off white. We got them out. We can not remove the lower frame. Bolts at the top. If we extend the spiral balance and push downward is there a built in hooking mech in the lower window edge? We cannot see how it grips. After we hook it do we extend up to the bolt hole and rotate for tension and bolt in?

Sounds like you have a builder's grade window, which aren't made to be repaired. It's still possible, it's just a huge pain.
So the first thing you want to do, assuming the old balance is already removed, is close the window and carefully insert the balance into place from above. This is probably the hardest part, since the balance wasn't meant to go in this way. It'll be awkward, and probably frustrating, but with patience you should be able to get it in there.
Now you want to screw it in at the top before you go further. This will keep the balance secured and in place while you work. Have a friend hold up the sash while you hook the tip of the spiral to the bracket in the bottom corner of the sash. I can't tell you what the bracket will look like, as it varies from window to window, but it will be a double hook of some kind. You'll find using a 75-005 tool will make this a lot easier. Make sure to charge the balance 2-3 times before you hook it on, as well!
