String snapped on balance

I haven't seen a balance system like this before. It is almost a hybrid of a channel balance and old style weighted rope and pulley system. It looks like the jamb liners are removeable. I have two sashes that need fixed. On one both strings are snapped and on the other just one string is snapped. Can just the balance be replaced? Do they need to be replaced in pairs like other balance systems? Or is this something that the original manufacturer would have to send the jamb liners with the balance system? Any feedback you can provide would be greatly appreciated.

I'm afraid that I don't recognize this balance, either. It looks like whatever its configuration is, it's contained in the top part of the frame. Would it be possible for you to remove it entirely? I cannot guarantee that we can get this for you, due to its unique setup, but I won't be able to say for sure one way or the other without seeing it out. 

I am sorry that I can't give you a clearer answer until them.
