Vinyl window wool pile

A home owner from Philadelphia says:
I need to replace the wool pile in a number of my windows. The plastic or vinyl base of the wool pile has essentially begun to disintegrate causing the wool pile to fall out of the channel that runs around window. The wool pile is 1/8" high and the width of the channel it sits in is about 3/16" wide. Any suggestions would be greatly appreciated. Photos attached.
